Licence Types
There are two types of Passenger Transportation Licence
authorizations. Depending on the commercial passenger
vehicle(s) and service description(s) you propose, you will require a Passenger Transportation Licence that includes either
- a General Authorization
or
- a Special Authorization
If a combination of vehicles is being
proposed, it is possible that you will require a hybrid Passenger
Transportation Licence that includes both a General Authorization and a Special Authorization.
General Authorization Passenger Transportation Licence
A General Authorization is a category of Passenger Transportation
Licence which allows a business or organization to operate
a motor vehicle for the purpose of carrying passengers,
so long as it is not operated as an inter-city bus or
passenger-directed vehicle.
Applications for General Authorization are approved by
the Registrar of Passenger Transportation.

Passenger Transportation Licence with Special Authorization
A Special Authorization is a category of Passenger Transportation
Licence which allows a business or organization to operate a passenger-directed vehicle or
an inter-city bus.
Applications requesting Special Authorization are received
by the Passenger Transportation Branch and are forwarded
to the Passenger Transportation Board.

Determining the Licence Types You Need
The Passenger Transportation Online Licence Application "Licence Determination Questions" should
help you determine which type(s) of licence application(s)
you must complete based on the commercial passenger
vehicle(s) and service description(s) you are proposing.

explains exemptions and provides an overview of the two passenger transportation licensing streams under the Passenger Transportation Act.
Some vehicles and/or services meet the criteria for a General Authorization licence and require Registrar of Passenger Transportation approval, while others
do not and require Passenger Transportation Board approval for Special Authorization.
Applicants can also call or write to the Passenger Transportation Branch if they have questions about what type of licence they need for their proposed service.
The Passenger Transportation Branch reviews applications to see if people have submitted the right form. In some cases the Registrar
may ask the Board to decide what type of licence is required. This happens when the Registrar believes the service proposed by a general
authorization applicant would use PDV or ICB vehicles.
