2010 Games Applications and Licensing Processes

The Application and Licensing process for 2010 Games begins when a licensee submits an application to the Registrar at the Passenger Transportation Branch (Branch). The Branch reviews each application to confirm that all required documents and information have been received.

If the Branch determines that an application does not contain all required documentation or information, the Branch will advise the licensee in writing and allow the applicant 14 days to submit the required documents. If after 14 days the requested documentation has not been received, the file will be closed and the applicant will need to reapply.

Introducing the Regulatory Framework for the 2010 Olympic and Paralympic Games

The Passenger Transportation Board (Board) and the Passenger Transportation Branch (Branch) have consulted with representatives from the taxi and limousine industries, municipalities and VANOC regarding taxi and limousine supply and service during the 2010 Winter Games.

Overview of Board’s 2010 Measures to increase supply of Taxis & Limousines

The Passenger Transportation Board has introduced three measures to enable taxi and limousine operators to increase supply on a temporary basis. These are Board policies. (Companies may also wish to contact their local government about any municipal bylaws that apply to them with regards to (for example) vehicle age.)

These measures give opportunities to companies operating within the Greater Vancouver Regional District (GVRD) and the Squamish Lillooet Regional District (SLRD), as well as operators in other areas of the province who want to participate in the Olympic experience.

All three measures were developed from provisions within the Passenger Transportation Act and are as follows:

  • 2010 Temporary Operating Permit (2010 TOP) –Taxi and Limousine Operators will be able to increase their fleet size for a 60-day period during the Games.  Through the permit system taxis will be able to extend the working life of vehicles that are retiring from their fleets as well as add other vehicles to their fleet.  Limousines will be able to expand their fleets by 50% or more.
  • 2010 Temporary Service Clause (TSC) – Taxi and Limousine Operators from outside the GVRD and SLRD, who are aligned with a local company, will be able to provide service in these Regional Districts.  Taxi operators will be required to maintain at least 65% of their vehicles in their home service area. 
  • 2010 Temporary Boundary Relaxation for Taxis (TBRT) – Taxi operators in the  GVRD* will be able to deploy up to 35% of their fleet to pick up passengers at Olympic sites or anywhere else in the GVRD for a 60‑day period.  Taxis will be required to maintain at least 65% of their vehicles in their home service areas.  Taxi operators in the GVRD who are dropping off fares in Whistler or Squamish will be able to take new fares back to the GVRD.  Taxi companies in Whistler and Squamish who are dropping off fares in the GVRD will be able to take new fares back to the SLRD.  This is a greener, more efficient use of vehicles.

    GVRD* Note: For the purposes of the Board’s Regulatory Framework, references to taxis licensed or operating in the GVRD means licensees with authority to originate passengers in one or more municipalities in the GVRD and whose meter rates are set by the “Board Rule Respecting Lower Mainland Taxicab Rates”.
