The following information is for licensees with a Special Authorization to operate Passenger Directed Vehicles (PDVs) who are applying to the Passenger Transportation Board for a Temporary Operating Permit (TOP) for one or more vehicles. |

What is the application process for licensees with a Special Authorization licence to operate additional temporary vehicles under their terms and conditions of licence?
- Temporary operating permits for additional special authorization vehicle(s) are approved at the discretion of the Passenger Transportation Board (Board)
- The Branch issues temporary operating permits once the Registrar of Passenger Transportation (Registrar) is satisfied that all safety requirements have been met
- If approved by the Board, the Branch requires a MINIMUM of 1 business day to process your temporary operating permit application once you have successfully met safety requirements
- Incomplete applications may cause delays in processing

When is a Temporary Operating Permit (TOP) for Additional Temporary Vehicle(s) for an existing Special Authorization: Passenger Directed Vehicle licensee approved?
The Passenger Transportation Board may approve an application for a TOP if the Board considers there is an urgent and temporary need for the licensee to increase the number of motor vehicles that are or may be operated under the licence. |

What types of circumstances meet the "urgent" and "temporary" need test?
The Board will consider each permit request in light of the circumstances outlined by the applicant. Some examples of approvals for Temporary Operating Permits include:
- Conferences or special events
- Transportation of dignitaries
- Seasonal spike in demand for services
- Bookings exceed capacity for a limited period of time

Can I get a Temporary Operating Permit while my permanent additional vehicle application is being processed?
Board policy is not to approve temporary operating permits pending additional vehicle applications.
Licensees who want to expand their passenger directed vehicle fleets on a permanent basis should submit an additional vehicle application, not a temporary operating permit request. |

What can the duration of a Temporary Operating Permit be?
The length of the TOP depends upon the time period for which a permit is required. The maximum time for a TOP is 92 days. |

What Information is required before a temporary Additional Vehicle(s) for Special Authorization – Passenger Directed Vehicle(s) Application can be processed?
Applicants are required to meet both the Registrar of Passenger Transportation and the Passenger Transportation Board information requirements:

- PT5045: Temporary Operating Permit Additional Special Authorization Vehicle (Passenger Directed Vehicle). A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Additional Special Authorization Vehicle Passenger Directed Vehicle(s) Permit Application Materials section below.
- Permit Application Fee: The permit application fee is required at the time the of application and is non-refundable
- Passenger Transportation Board Information Requirements:
- The reason for the request (circumstances requiring the need for the temporary additional vehicle(s) permit)
- Information that supports the "urgent" and "temporary" need for the permit which may include:
- Contracts to provide service at a conference or special event
- Written confirmation of additional bookings for a time limited period
- Booking information that proves that bookings exceed capacity, for a set time period
- Information on rates (and any rules applicable to those rates) that the applicant proposes to apply to the operation of temporary additional vehicle(s) only if these will be different from approved rates
- Information about the vehicle(s) the applicant is proposing to use (i.e. make, model and seating capacity, excluding driver).

What supporting documentation is required before an approved
Temporary Operating Permit for Additional Special Authorization
Vehicle(s) – Passenger Directed Vehicle(s) can be issued?
The Registrar of Passenger Transportation is responsible for verifying safety requirements and issuing temporary operating permit(s) that have been approved by the Passenger Transportation Board.
Vehicle Information Requirements:
Please Note:The filing of an application does not confer any permission or authority to operate a passenger transportation service. Applicants are advised to delay the purchase or lease of vehicles until a temporary operating permit is approved by the Passenger Transportation Board.
Before a temporary operating permit can be issued the Branch will contact you to request that you submit required vehicle documents.
If you have already purchased or leased a vehicle; please include the following vehicle information with your temporary operating permit application:
If the vehicle you intend to use for the passenger transportation service is registered in British Columbia, you will need to supply the following information for each vehicle:
- A Photocopy of current vehicle registration (e.g. "Owner's Certificate of Insurance and Licence / Vehicle Registration") that:
- show the vehicle to be licensed/registered in the correct I.C.B.C. insurance category;
- show the vehicle to be classified as "commercial type"; and
- display the seating capacity of the vehicle.
- A photocopy of the Commercial Vehicle Inspection Report (CVIP), Form MV3104, that verifies that the vehicle has been inspected and passed by an approved vehicle inspection facility. Inspections are required to be performed on a semi-annual basis unless your operation is part of a preventative maintenance program.
If the vehicle you intend to use for the passenger transportation service is registered outside of British Columbia, you will need to supply the following information for each vehicle:
- A photocopy of the current vehicle insurance showing the vehicle has been properly licensed and insured as a commercial passenger vehicle and displaying the correct seating capacity.
- A photocopy of the mechanical inspection report that verifies the vehicle has been inspected and passed by an approved vehicle inspection facility. Inspections are required to be performed on a semi-annual basis unless your operation is part of a preventative maintenance program.
- A photocopy of your apportioned cab card showing proof that your vehicle is registered in British Columbia with the International Registration Plan (IRP); OR
If you are not registered with IRP, you have included a written explanation on how you are intending to pay your British Columbia vehicle licensing fees (e.g. Prior to entering British Columbia you will purchase a non-resident single commercial vehicle permit (NRSCV) or a non-resident quarterly commercial vehicle permit (NRQCV) from the Provincial Permit Centre’s toll-free vehicle permit line: 1-800-559-9688).
