Transfer a General Authorization Licence


A licence holder (transferor) and another person (transferee) can jointly apply to transfer an entire Passenger Transportation Licence from the transferor to the transferee. A transferred licence cannot be split into multiple licences, and a transferor cannot transfer part of the licence and keep the remainder.

When a transfer application involves a licence with Special Authorization (SA) and a General Authorization (GA), an application is needed for each type of Authorization. However, only one application filing fee is required if the two transfer applications (SA and GA) are filed concurrently.

The transferor must maintain care and control over the operations under the Passenger Transportation Licence until a decision on the transfer has been made and, if approved, a new licence has been issued by the Registrar of Passenger Transportation.

What does the transferee need before we can apply to transfer an existing licence?

The transferee must obtain a safety certificate in the legal name of the transferee, with a satisfactory rating, issued by a jurisdiction in North America before making application to transfer an existing Passenger Transportation Licence. Safety certificates are known by different names, depending on the province, territory or state that issues them; for example, in British Columbia the safety certificate is known as the National Safety Code (NSC) certificate.

How do I request a transfer of my General Authorization Licence?

The following information is required to request a transfer of an existing General Authorization Licence:

  • Completed PT5027: Transfer Application Package for General Authorization (GA) Licence. A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Transfer Existing General Authorization Licence Materials section below.
  • Completed PT5002: Signing Authority including specimen signatures for everyone authorized by the transferee to correspond with the Passenger Transportation Branch and/or the Passenger Transportation Board regarding passenger transportation matters. A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Transfer Existing General Authorization Licence Materials section below.
  • Passenger service proposal statement describing the transportation service being proposed by the transferee which answers the following questions:
    • What is the nature of the business?
    • How will the vehicle(s) be used? (e.g. sightseeing bus)
    • What size of vehicle(s) will be used? (How many persons is/are the vehicle(s) designed to carry?)
    • What type of compensation will you receive? (e.g. charter, individual fares, flat rates, point to point)
    • Will the compensation be charged directly to passengers or is the charge built into a package?
  • Agent Letter of Authorization - If an agent has been hired by the transferee to prepare the application, the Passenger Transportation Branch requires a signed letter by the applicant that authorizes the agent to act on behalf of said applicant.
  • Payment of the $200 Application Filing Fee. Note: The application filing fee is non-refundable once an application has been accepted by the Passenger Transportation Branch.

The PT5027: General Authorization Licence Transfer Application Package - (129 KB PDF) is an 11-page document which has been designed to assist you with the application transfer process. All relevant sections must be completed by both transferee and transferor and submitted along with all supporting documentation (detailed in the information requirements section of the application package) before your application can be processed.

The PT5002: Signing Authority - (37 KB PDF) is a single page document which applicants may use when specifying the list, or change to an existing list if one is already on file at the Passenger Transportation Branch, of everyone authorized by the applicant to correspond with the Passenger Transportation Branch and/or the Passenger Transportation Board regarding passenger transportation matters. Please note specimen signatures must be included for everyone listed in this document.
