Special Authorization: Passenger Directed Vehicle Licence (PDV) Amendments


Information required for an amendment to a Special Authorization PDV Licence

The following information is required when applying for an amendment to a Special Authorization Passenger Directed Vehicle (PDV) PassengerTransportation Licence:

  • Completed PT5010: Special Authorization Licence Application. A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Special Authorization: PDV Licence Amendment Materials section below.
  • Completed PT9003: PDV Forms Package (including the PDV Service Proposal form and, if applicable, the PDV Vehicle Proposal form). A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Special Authorization: PDV Licence Amendment Materials section below.
  • Demonstrate that a public need exists for the proposed passenger transportation service. Refer to section 3.3 and Appendix G of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • A Business Plan (including Financial Statements) reflecting the nature of the service proposed in the application and the level of comparable competition in the proposed service area. Refer to section 4.2 and 4.3 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • Disclosure of any ownership interest in a different company or organization that provides passenger transportation by motor vehicle (an optional sample form is included in the Passenger Transportation Board “Sample Forms” Package – PT9002). Refer to section 4.9 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • Depending on your requested amendment, A declaration of the new rates you are proposing (including any contract rates) along with the rules that govern how rates are to be applied (an optional sample form is included in the Passenger Transportation Board “Sample Forms” Package – PT9002) must be included in your application. Refer to section 4.5 and Appendix C5 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • Agent Letter of Authorization – If an agent has been hired to prepare the application and an agent letter of authorization is not already on file with the Passenger Transportation Branch (Branch) then, the Branch requires a signed letter by the applicant that authorizes the agent to act on behalf of said applicant.
  • Payment of the $200 Application Filing Fee. Note: The application filing fee is non-refundable once an application has been accepted by the Passenger Transportation Branch.

Information required for a Special Authorization PDV Addition of Motor Vehicle(s) Application

The following information is required when applying for the addition of motor vehicle(s) to a Special Authorization Passenger Directed Vehicle Passenger Transportation Licence:

  • Completed PT5010: Special Authorization Licence Application. A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Special Authorization: PDV Licence Amendment Materials section below.
  • Completed PT9003: PDV Forms Package (including the PDV Vehicle Proposal form). A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Special Authorization: PDV Licence Amendment Materials section below.
  • Demonstrate that a public need exists for the proposed additional motor vehicle(s). Refer to section 3.3 and Appendix G of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • A Business Plan (including Financial Statements) reflecting requirement for the addition of motor vehicle(s). Refer to section 4.2 and 4.3 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • Disclosure of any ownership interest in a different company or organization that provides passenger transportation by motor vehicle (an optional sample form is included in the Passenger Transportation Board “Sample Forms” Package – PT9002). Refer to section 4.9 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • Agent Letter of Authorization – If an agent has been hired to prepare the application and an agent letter of authorization is not already on file with the Passenger Transportation Branch (Branch) then, the Branch requires a signed letter by the applicant that authorizes the agent to act on behalf of said applicant.
  • Payment of the $200 Application Filing Fee. Note: The application filing fee is non-refundable once an application has been accepted by the Passenger Transportation Branch.
Please Note: The filing of an application does not confer any permission or authority to operate a passenger transportation service. Applicants are advised to delay the purchase or lease of vehicle(s) until approval for a passenger transportation licence is obtained.

Information required for a change in rates and rules

Applications to change rates and rules may be considered in light of applicable, current Passenger Transportation Board rules respecting Passenger Directed Vehicle rates. Applicants are advised to refer to the Passenger Transportation Board Application Handbook, Section 4.5 and Appendix E when submitting an application for a change in rates and rules. The following information is required when applying to change rates or rules that were previously approved or set by the Passenger Transportation Board for a Special Authorization Passenger Directed Vehicle Passenger Transportation Licence:

  • Completed PT5026: Application to Change Rates and Rules. A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Special Authorization: PDV Licence Amendment Materials section below.
  • If the type of Passenger Directed Vehicle service is a Taxi, the application must include Financial Statements that support the proposed change of rates. Other types of Passenger Directed Vehicle services must provide supporting Financial Information; Financial Statements are not required. Refer to section 4.3 and Appendix C5 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • The New Proposed Rates and Rules must be detailed and clear enough to understand what will be charged in a particular set of circumstances on a separate Rates and Rules document. A sample Rates and Rules Document is included in the PT9002: Passenger Transportation Board “Sample Forms” Package, which can be obtained from the Passenger Transportation Branch or downloaded in the Special Authorization: PDV Licence Amendment Materials section below. Refer to section 4.5 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • When an Applicant seeks a change of rates and rules now in effect with Board approval, the applicant must explain the rationale for the proposed change of rates. Refer to section 4.6 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • If the type of Passenger Directed Vehicle service is a Taxi, the application must include written notice to each affected local government. Refer to section 4.7 of the Passenger Transportation Board Application Handbook for additional information on this requirement.
  • Agent Letter of Authorization – If an agent has been hired to prepare the application and an agent letter of authorization is not already on file with the Passenger Transportation Branch (Branch) then, the Branch requires a signed letter by the applicant that authorizes the agent to act on behalf of said applicant.

Information required to replace a previously cancelled Identifier (Plate and Decal) and Accompanying Vehicle Identification Certificate for a Special Authorization PDV Licence

The following information is required when applying to replace a previously cancelled Special Authorization Vehicle Identifier for a Special Authorization Passenger Directed Vehicle Passenger Transportation Licence:

  • Completed PT5020: Application to Replace Cancelled Identifier (Plate & Decal) and Accompanying Vehicle Identification Certificate (VIC). A copy of this form can be obtained from the Passenger Transportation Branch or downloaded in the Special Authorization: PDV Licence Amendment Materials section below.
  • Payment of the $100 Application Filing Fee. Note: The application filing fee is non-refundable once an application has been accepted by the Passenger Transportation Branch.

How can I make a payment to the Passenger Transportation Branch?

All payments must be made in Canadian Funds payable to "Minister of Finance". Payments can be made by cheque, money order, Visa or MasterCard.
