Transportation Policy Branch is located at headquarters in Victoria. It is responsible for ensuring that key transportation infrastructure is improved to drive economic growth and trade by providing services in the areas of road, rail, air, marine and corporate policy as required to support planning and decision making by the Minister and Executive.
The Branch helps ensure BC is provided with a safe and reliable highway system by providing policy services to those areas of the ministry with safety-related mandates, such as Commercial Vehicle Safety Enforcement Branch and the Passenger Transportation Branch. The Policy Branch is also responsible for delivering the ministry’s legislative program including regulations and other instruments.
The Policy Branch’s core areas of work are in the following areas:
- Road, rail, air, marine, and corporate policy initiatives
- Commercial vehicle safety enforcement branch and passenger transportation branch policy initiatives
- Federal/provincial/local government/stakeholder involvement and consultations
- Legislative program
- Municipal programs, including contribution programs such as Transportation Partnerships Program (TPP) for ports and airports infrastructure improvements and the Cycling Infrastructure Improvement Program (CIPP).
The Policy Branch's activities that support its mandate:
- Provide leadership and recommendations to the Minister and Executive on policy options and directions, key strategic objectives, and cross-governmental and intergovernmental initiatives affecting the ministry.
- Identify issues related to current initiatives and all modes of transportation, conduct research and analysis, and stakeholder consultations on various issues.
- Provide ad hoc policy support to other ministry departments as needed or requested.
- Coordinate and prepare Cabinet Submissions, briefing material, reports, speaking notes, and correspondence, for Minister and Executive as required.
- Management of, and provide support for, corporate initiatives, such as regulatory reform, resolution of the container truck dispute at lower mainland ports, the provincial clean air and energy strategy and the development of a ministry transportation security strategy.
- Preparation and coordination of legislation, regulations, and Orders in Council for the ministry and crown agencies.
- Provide policy and legislative services to Crown agencies reporting to the Minister.
- Develop and administer cost-sharing (federal-provincial-municipal) contribution programs and other municipal programs.
- Represent the Province and ministry on transportation-matters, at various forums with federal, provincial or local government agencies and stakeholders.
