April 16, 2011 Malahat Incident: Traffic Management and Communication ReviewIntroductionMoving people, goods and services safely is at the core of the mandate of the Ministry of Transportation and Infrastructure. When crashes occur that impact this movement, the ministry and its contractors mobilize to support emergency responders, secure the site and keep others safe, as well as manage traffic in an effort to minimize interruptions and communicate with the public so they can make informed travel decisions. This review of the Ministry of Transportation and Infrastructure's traffic management and public communication in relation to the April 16th, 2011 crash on Highway 1 in Goldstream Park has been undertaken with the intent of identifying opportunities for improvement going forward.
