The District of North Cowichan and the Ministry of Transportation and Infrastructure partnered to undertake a corridor safety review of the Trans-Canada Highway from James St. to Beverly Street.
This work was in part driven by the redevelopment of Pioneer Park to create Cowichan Place. The new aquatic centre has been built and other planned components are the relocation of Cowichan Secondary School (CSS) to the site, building of the Duncan Malaspina University Campus, 500 more seats in the arena and the reconfiguration of the pool area in the community centre.
The study was also launched because of the ongoing concerns by both partners over the large numbers of pedestrians crossing the Trans-Canada Highway at uncontrolled locations.
The work, completed in May 2009, was carried out by Bunt and Associates, an engineering firm under contract to the BC Ministry of Transportation and Infrastructure.
The report makes many recommendations around restricting vehicle turning movements, measures to address speeding, and steps to improve pedestrian safety.
