Stakeholder Meetings

Passenger Transportation Board Members and staff maintain contact with industry and government stakeholders to discuss general policy matters and information about current developments and directions. Applications before the Board are not discussed by the Board at any meetings with industry or other stakeholders. (See the Board and Stakeholder Discussion Guidelines at the bottom of this page.)

Passenger Directed Vehicle Advisory Committee

This committee has met approximately twice a year since December 2004 for general discussions of policies, programs and issues of relevance to the passenger vehicle industry and the passengers who use the services.  The advisory committee comprises representatives of the taxi and limousine industries, public transit, local government, persons with disabilities, the Passenger Transportation Branch and the Passenger Transportation Board. In 2008, the committee was expanded to include seniors representatives.

Licensee Forums

Victoria (October 2006)

This forum was co-chaired by the Passenger Transportation Board and the Passenger Transportation Branch for limousine operators on Vancouver Island.  Information was provided about legislation and requirements that apply to the passenger transportation industry. This was followed by an informal discussion between limousine licensees, members of the Passenger Transportation Board and the Registrar of Passenger Transportation. Meeting notes are posted on the Passenger Transportation Branch website. 

Dawson Creek (July 2006)

A Board member and staff person met with licensed operators that provide crew transportation for oil and gas companies in North eastern British Columbia. This provided an information-sharing opportunity to discuss legislative requirements and Board processes, and for the industry to provide information about issues that are unique to its passenger transportation sector.  This was arranged to coincide with an application hearing that was held in Chetwynd.

Burnaby (December 2005)

This forum was co-chaired by the Passenger Transportation Branch and the BC Livery Association. The Board was represented at the meeting by the Chair and two other members of the Board. This forum included a presentation by the Branch about the legislation and requirements that apply to limousine operators, and by the industry about the state of the limousine industry in British Columbia.

Board and Stakeholder Discussion Guidelines

The following discussion guidelines apply to both formal stakeholder meetings and informal discussions that may happen during a break period.

  1. Discussions relate to general policy matters rather than specific matters.
  2. Speakers will speak only in general terms of current practices and implications for industry.
  3. Specifics relating to a company or individual, especially in the absence of that company or individual, will not be discussed.
  4. There will be no discussion of application or appeal matters currently before the Board or the Registrar.
  5. The Board will not discuss the specifics of any case for which it has issued a decision.

Other Board Meetings and Presentations

Board staff periodically meet with government stakeholders and make presentations to share information about regulatory requirements and processes, and to ensure that the efforts of different jurisdictions are complementary to the general public interest. The individuals and groups that the Board has met with include Mayors, municipal Councils, municipal staff, airport and port authorities, police Members and Chiefs of Police, the Ministry of Transportation and Infrastructure (and other Ministries), and the Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games (VANOC).
