Pre-Approved Agreements, also known as system agreements, outline the relationship between a
utility and the Ministry. They also set out conditions which cover installation
and maintenance of "secondary" installations, and routine maintenance and
replacement operations of utilities.
These agreements cover
routine construction, operating and maintenance installations, and generally apply to major utilities that operate
over a large area of the province. They are
generally issued for a one-year period and subject to review before they are
re-issued for another year.
The System Agreement outlines the responsibility of the utility owner and
the Ministry, and provides protection for the Ministry against
liability claims. This new system puts increased emphasis on risk
management as a part of the permitting process.
