Special Events on Provincial Highways


The Ministry of Transportation is interested in all special events that take place on a provincial highway. These might include: triathlons, parades, rallies, relay races, bicycle races and various fundraising events.

Permits

When your group or organization plans a special event along a provincial highway, you will need to obtain a permit from the local Ministry of Transportation office. We ask that you notify us at least 30 days before the date of the event so that we can fully process your application. Reviews and approvals from other agencies may be required.

When you are planning a special event, bring the information required for permit approval to the office. Ministry staff may then be able to assist you in completing your application. Permit approval is based on the following conditions:

Route Design:
Event organizers are encouraged to hold their event on roads other than main highways. The safety of both participants and highway users will be a major consideration in issuing the permit.

Scheduling:
Schedule your event to avoid heavy traffic periods, such as peak travel times or holiday weekends. Individual events should be timed to avoid long delays between activities. All events should be scheduled during daylight hours. Events extending into evening will require special consideration.

Notification of other authorities:
The Ministry will ask that you notify all authorities and make specific arrangements for assistance, if required.

Other agencies that may be involved are:

  • Local police authority
  • Emergency services such as ambulance and fire departments
  • Municipality
  • Public Transit authorities
  • Government Weigh Scales.

Signs and traffic control:
You’ll need a traffic control plan, including information signs and alternate route maps. And you’ll need to provide all signs on the day of the event. You will also need to remove those signs when the event is complete.

If you need Traffic Control Persons, check for their proper certification.Ask the district transportation office for Traffic Control Standard Specifications and ensure your plan is approved by the local police authority, the municipality or the regional district where applicable.

Escort and Pilot Vehicles:
If you’re planning to use an escort vehicle with flashing lights, you’ll need a permit from the Insurance Corporation of British Columbia. The district transportation office must approve the use of pilot vehicles.

Liability

As you are responsible for all incidents occurring during or resulting from the event, you will need to look at liability.

You will need to:

  • Carry and maintain a minimum of $2 million liability insurance against third-party claims,
  • Be responsible for all damages arising from
    the event,
  • Carry maximum deductible no greater
    than $5,000.

Important
Participants will need to obey all the rules of the road and traffic signals, as outlined in the Motor Vehicles Act. Remember, too, to follow the instructions of a peace officer or traffic control person.
