The City of Duncan, District of North Cowichan, Cowichan Tribes Council, Cowichan Valley Regional District and the Ministry of Transportation conducted this study to develop a strategy to address mobility, safety, access and aesthetic issues along the Trans Canada Highway corridor as well as surrounding land uses and roadway networks.
