Through the Canada-British Columbia Municipal Rural Infrastructure Fund (CBCMRIF), the Government of Canada and the Government of British Columbia are working in partnership with the Union of British Columbia Municipalities to improve municipal and rural infrastructure across the province.
A Management Committee, consisting of two representatives each from the federal and provincial governments and two local government representatives designated by the Union of British Columbia Municipalities, is responsible for managing the agreement and administering the program.
Government of Canada
Infrastructure Canada, part of the Ministry of Transport, Infrastructure and Communities, coordinates federal government efforts focused on cities and communities, and supports infrastructure initiatives across the country. It provides a focal point of the Government of Canada on infrastructure and community issues and programs, including CBCMRIF.
Infrastructure Canada oversees CBCMRIF negotiations on behalf of the Government of Canada.
Western Economic Diversification Canada (WD) promotes the development and diversification of the economy of Western Canada and advances the interest of Western Canada in national economic policy through the delivery of grants and contribution programs and project development and implementation. WD manages and implements CBCMRIF, on behalf of the Government of Canada, and helps ensuring that Western Canadian communities have the municipal infrastructure to meet their economic development needs.
Government of British Columbia
Infrastructure Development Branch, part of the Ministry of Transportation and Infrastructure, is responsible for the development and delivery of various funding programs such as the Canada-British Columbia Municipal Rural Infrastructure Fund Program (CBCMRIF), Canada-British Columbia Infrastructure Program, Western Economic Partnership Agreement Program, Nechako Kitimat Development Fund, Major Regional Sports Facilities Initiative, Major Post-Secondary Sports Training Facilities Initiative, Olympic/Paralympic Live Sites Program, as well as various strategic files.
The Branch manages and implements CBCMRIF, on behalf of the Government of British Columbia and is responsible for the review and administration of non-green projects which includes local road, cultural, recreational, tourism, and sports facilities, municipal airports and wharves, as well as broadband connectivity projects.
Local Government Infrastructure & Finance, part of the Ministry of Community and Rural Development, provides support and statutory approvals to local governments and improvement districts in the administrative, financial and engineering spheres. The Division is responsible for development and delivery of various funding programs such as the Canada-British Columbia Municipal Rural Infrastructure Fund Program (CBCMRIF), Canada-British Columbia Infrastructure Program, British Columbia Community Water Improvement Program, Infrastructure Planning Grant Program, Restructuring Assistance Program, as well as various unconditional grants.
The Division is responsible for delivery of all green project categories under CBCMRIF which includes water, wastewater, public transit, and environmental energy improvements projects.
Union British Columbia Municipalities
The Union British Columbia Municipalities (UBCM) represents the interests of every municipality and regional district in the province. Through its Executive, which is composed of Mayors, Councillors and Regional District Directors from communities throughout the province, it works with both provincial and federal governments in an effort to improve the quality of life in BC communities.
UBCM participated in the negotiation of the CBCMRIF agreement and will continue to participate in the administration of CBCMRIF through the Management Committee.
